Reading rule
Source class controls the strength of the wording.
Official releases and guidance anchor dated public status. Analytics, media, and commentary can explain patterns but do not become legal authority.
| Source class | Safe public use |
|---|---|
| Official guidance or release | Use for the stated policy, action, allegation, or procedural status; preserve date and wording. |
| Court or enforcement status | Keep charge, plea, conviction, sentence, judgment, forfeiture, and appeal as separate events. |
| Industry analytics | Use for typology or methodology context, with confidence and scope limits. |
| Commentary or glossary | Use for terminology or debate context only; never as sole support for a legal conclusion. |
| Unknown or unmeasured | Say so explicitly instead of filling the gap with a ranking, dashboard, or assumption. |
